In 2001, Larry Kinlaw, then Special Assistant to Governor Mike Foster,
recognized the tremendous economic value of federal Renewal Community
designations and submitted applications to help in retaining and expanding
business in Louisiana. As a result of the efforts of Larry Kinlaw, Louisiana
received four designations, more than any other state in the South and equal
only to California in the nation.
The benefits are directed to 26 parishes and have the ability to impact 12,000
existing businesses and 600,000 people over the next seven years with an
estimated value of over 900 million dollars. These benefits are tax incentives
for new and existing businesses to provide new jobs and rehabilitate and build
new facilities, with the goal of reducing unemployment and poverty.
