Larry Kinlaw has
30 years of experience in governmental affairs, public relations, marketing,
political consulting and management of complex government and industry programs.
Kinlaw served as a member of the senior staff for Governor Mike Foster and was
asked by Governor Foster to manage the Legislative Affairs Office to coordinate
legislation and supervise staff members responsible for assuring passage of key
legislative initiatives. Kinlaw earned wide respect from House and Senate
members and was recognized as a straight forward, no nonsense, and effective
communicator by legislators, lobbyists, and outside groups involved in
legislative issues.
Kinlaw has also been recognized by leaders in state and local governments,
businesses, economic development organizations and non profit organizations as
the “go to person” in situations that demand special attention and problem
solving.
Larry Kinlaw has the ability to evaluate complex situations and assemble
the resources to help address their needs and identify and implement best
solutions.
Larry recognized the tremendous economic value of federal Renewal Community
designations and was responsible for the state of Louisiana’s receipt of four
Renewal Community designations worth an estimated $900 million. The federal tax
incentives to businesses located in these Renewal Communities, which will last
for another seven years, are directed toward portions of 26 Louisiana parishes
and have the ability to impact 12,000 businesses and 600,000 people.
For eight years, Larry Kinlaw, served as the Rural advisor to Governor
Foster and in this capacity worked with elected officials in the rural areas of
Louisiana and established programs that have benefited the rural areas. Kinlaw
served as Governor Foster’s representative on the Lower Mississippi Delta
Development Board, the Delta Regional Authority, Louisiana Retirement
Commission. The local elected officials and rural legislators respect Kinlaw as
their friend and someone who has been willing to help them over the years.
In January, 2004, Larry moved into the private sector to launch Larry Kinlaw
& Associates, a company designed to assist governmental agencies, non-profit
organizations, industry groups and businesses for special projects and ongoing
initiatives involved in areas that can benefit from his talents and experience.
Since 2004, Larry Kinlaw & Associates has helped local governments and
non-profit organizations all across Louisiana secure funding and assisted them
with critical follow through after funding to be in compliance.
Larry Kinlaw is a native of Washington Parish, Louisiana. He served six
years in the U.S. Army in the areas of Military Police and Criminal
Investigation, followed by a career in the Insurance Claims Management field.
Kinlaw owned and operated his own business for 10 years before starting his
governmental service and political activity. Kinlaw also served as General
Manager for two rural electric utility companies.
